The university primarily produces two outputs: education and research. In terms of education, we can consider students as inputs and educated students as the output. Clearly, education is relatively more student-intensive than research, and in India, with its high population of young people, there is an abundance of students. Given this, why do we not incentivize teaching and education in Indian universities, particularly when the Heckscher-Ohlin theory suggests that it is in India's best interest?
