The biggest problem is not no evidence it is that those who did the theft used influence in government to avoid timely charges. a lot of the financial crimes have statutes of limitation preventing prosecution criminally. the evidence is there but financial crimes haver 3 to 6 years to file depending on the charge. so a financial rime committed in 2012 cannot be gone after if there not ongoing criminal activity
