Ronald Kizito Jjuuko, 38, a boda boda rider and father of five, was shot dead on August 29 at Ndejje-Kanaaba during enforcement of movement restrictions for National Cleaning Day.
@PoliceUg initially identified the officer who fired the fatal shot as Allan Okello but later corrected his identity to Police Constable Allan Ogwal. They say Jjuuko attempted to pass through a restricted area, but witnesses have given a different account, saying he was riding home and that there was no confrontation before he was shot. After the incident, police said they arrested Ogwal and that preliminary findings suggest the force used may have been disproportionate.
More than 48 hours after his arrest, however, there is still no public indication that he has been charged before any court. Jjuuko has since been buried, leaving five children and a family that depended on him.
We call for a prompt, independent and transparent investigation. The right to maintain public order does not give police a licence to use lethal force arbitrarily. Any use of force must be lawful, necessary and proportionate. The circumstances of Jjuuko’s death must be fully established, and anyone found responsible must be held accountable.

Kizito was not a criminal. He was a father of five. A husband. A human being with a family depending on him.
According to his family, Kizito was rushing to find his pregnant wife, who was in pain. It was around 6:50 a.m., just minutes before the 7:00 a.m. cleaning exercise. He reportedly tried to explain his situation to the officers, but instead of being heard, he was shot from behind and killed by our hardworking officers for failing to clean 😥.
A life was taken. A family was shattered. Five children have been left without their father. A pregnant woman was left without her husband.
