From Policy to Practice: Strengthening Capacity through Field-Based Learning

The Ministry of Petroleum & Natural Gas (MoPNG), Government of India, is undertaking a Capacity Building/Study Visit to Panipat Refinery on 11 September 2026, providing participating officers an opportunity to gain first-hand insights into refinery operations, processes, safety protocols and the functioning of the petroleum and energy ecosystem.

The initiative reflects the Ministry’s continued focus on institutional capacity building, knowledge enhancement and strengthening the understanding of ground-level operations. Exposure to refinery facilities and operational practices enables officers to connect policy perspectives with real-world implementation and develop a deeper appreciation of the complexities involved in India’s energy sector.

The answer is De-aromatised Solvents (DAS), a specialised product with applications across rust prevention, aluminium roll oils, drilling fluids, aerosols, paints and printing inks.

With BPCL’s DAS project, commissioned in March 2026, India is strengthening domestic production of these import-substitute products, reducing import dependence while strengthening the country’s foreign exchange position.

For industries and businesses, domestic sourcing means reduced dependence on imports, lower inventory carrying costs, and shorter lead times. It also enables a more responsive supply chain, helping industries access the product when they need it. As one of the few players globally in this niche segment, BPCL’s DAS project is opening new possibilities for global markets.

LPG Refill Booking Interval Revised to 25 Days for All Domestic Consumers

The inter-refill booking interval for domestic LPG consumers has been revised, fixing it uniformly at 25 days across both urban and rural areas, with immediate effect.

Background:
In March 2026, amid the outbreak of conflict in the Middle East, a temporary demand-management measure was prescribed — an inter-refill booking gap of 25 days for urban consumers and 45 days for rural consumers.

What has changed:
In view of the improved LPG supply position and a considerable reduction in refill backlogs, the arrangement has now been revised.

Despite significant volatility in international LPG prices and supply conditions during the crisis, India maintained uninterrupted availability of clean cooking fuel for its citizens. At the same time, domestic LPG prices remained among the lowest in the world, despite elevated international LPG prices.

Oil Marketing Companies — IOCL, BPCL and HPCL — have been advised to implement the revised interval uniformly across urban and rural areas with immediate effect.

The revision brings greater consistency to the LPG refill booking process for domestic consumers nationwide.
