The main purpose was they knew with such a large empire it would fail if there was too much instability from the captured.
In a way they were refugees, and integrated with Roman society.

See UHC they have certain treatments they automatically deny because they know 2 things:
1. A certain percentage won’t fight the claim
2. You may be too sick to fight it

Unfortunately there are outliers and those who take advantage of every system. However, you are far more likely to receive the care you need in a socialized system than in a free market system.

I do not claim the European system is perfect however, it is apparent that wait times aren’t due to socialized medicine as again there are other countries with a smaller wait time and socialized medicine.

Nonetheless even if it were true I’d imagine the average American would rather wait longer than face debt due to illness.

Triaging still exists in these countries. It is unlikely you won’t be treated for an emergency due to wait time. Although it is true average wait time is longer it is not due to the healthcare system/population.

Nonetheless the United States has the most money on the planet + socialized medicine is cheaper and more cost effective.
I never claimed we should be Norway. However it is apparent the policy itself is successful.
