Why invest our tax dollars for 13 years into a person's education and not willing to spend another 4, where the value really counts! Also I would say that a person going to university full time is investing in themselves.

We sure don't mind our taxes being spent on the criminal justice system even though it's about 90% larger than it should be. 80% of incarcerations are for non-violent petty crimes.
