Absolutely. Effective health policy should be evidence-driven, not assumption-driven. Assess the pain points, address the social determinants, and then build policies around the realities people face, not the ones we wish existed.

Before this can happen, service delivery must be strengthened. Also, Nigeria runs a mixed model of healthcare both out of pocket and otherwise, this depends on your socioeconomic status.
