Vulture investors have deep pockets. The gov is spending large amounts on hap schemes etc when a lower level of smarter investment would actually benefit both the hard pushed tenant and the disappearing investor.

If the gov is serious about having a small investor rental sector at affordable prices then allow private investors to PPP and run the property as a business ie the mortgage as an expense and cap the rents low. Without this costs are too high and this keeps rents high.
