Signing the EP on October 2 put most of them into effect immediately. Registration, new feature test, storage laws, FID holder changes

Also, Im not just going to hand-wave the legality or ethics of the emergency provision just because it's "legal." There was no "emergency" to restrict people that pay attention to this stuff

It says the funding will make it available to all 68000 new families in mass, then "Through the program", a nurse makes a visit to the house. I also dont see the insurance bit
