The Supreme Court’s recent dismissal of the Union Government’s review petition in the case concerning deputation of IPS officers to the Central Armed Police Forces (CAPFs) marks a crucial moment in India’s civil service reform. With the May 2025 judgment directing a progressive reduction in IPS deputations to the CAPFs now final, the Ministry of Home Affairs (MHA) faces a clear test: will it uphold the Court’s mandate or preserve a decades-old status quo?
The CAPFs, including the BSF, CISF, CRPF, ITBP & SSB, are the backbone of India’s internal and border security architecture. CAPF officers are recruited through the UPSC and trained specifically for such kind of operations that are their mandate, making them the 'Domain Experts'. Yet, for decades, the top ranks of these forces have been dominated by IPS officers on deputation from the state cadres.
Originally meant as a temporary measure to provide senior leadership, IPS deputations gradually became a permanent feature. Over time, this practice limited promotional avenues for directly recruited CAPF officers, many of whom spent 25–30 years in service without a realistic chance of reaching Director General (DG), Additional DG or Inspector General (IG) ranks within their own organizations.
In many cases, even operationally critical commands are being led by deputed IPS officers who would return to their state cadres after short tenures. This has not only affected morale but also deprived the CAPFs of continuity and institutional memory.
Recognizing these structural inequities, the Supreme Court on 23 May 2025, ordered a phased reduction in IPS deputations and called for career progression for in-cadre CAPF officers. The Court termed the current system 'unfair and unjust', noting that officers who have served on the ground for decades deserve leadership opportunities within their own forces.
The Union Government’s subsequent review plea argued that IPS deputations were necessary to maintain 'uniformity' across services. The Court rejected that contention in October, upholding its earlier direction and effectively closing the legal debate.
According to data available on the official IPS cadre management portal, a majority of senior posts in CAPFs, particularly at ADG and IG levels, continue to be filled by IPS officers, with the post of Director General specifically 'reserved' for IPS Officers, meaning that a cadre officer can never command the Force he has lived in, served & been groomed for. For instance, until recently, the top leadership of the CRPF, BSF and ITBP consisted largely of IPS officers on deputation, with only a handful of career CAPF officers reaching equivalent rank.
The numbers tell their own story: while each CAPF has thousands of officers, only a small fraction ever make it to the senior-most positions. A 2023 analysis by the Bureau of Police Research and Development noted that 'deputation-based command structures' have created stagnation & lowered career satisfaction among CAPF cadre officers.
The Supreme Court’s orders now leave no room for ambiguity. The MHA must frame a transparent, time-bound roadmap to reduce IPS deputations and promote in-cadre officers to senior leadership roles. This would not only align with the Court’s directive but also enhance operational efficiency by ensuring that those who understand the forces best are the ones leading them.
The MHA could begin by conducting a comprehensive deputation audit, disclosing the number of IPS officers currently occupying senior CAPF positions, their tenure, and the timeline for repatriation. Parallelly, a structured career progression plan should be created for CAPF officers, backed by training and leadership exposure that has so far been denied the IPS leadership presently at the helm of CAPFs.
The Choice Before the MHA
The issue is no longer about rivalry between services; it is about fairness, professionalism and institutional maturity. The Supreme Court has spoken clearly. It is now for the MHA to decide whether to implement the ruling in letter and spirit, or to allow entrenched bureaucratic interests to override the principle of equality.
The men & women of the CAPFs, who have served with distinction from the Line of Control to the Red Corridor, deserve more than symbolic recognition. They deserve the right to lead their own Forces. The MHA’s next steps will show whether the system has the will to correct a historic wrong, or whether the promise of reform will once again be deferred.

CAPF अधिकारी का पीएम और गृह मंत्री को खुला पत्र, मांगा न्याय औ�� सम्मान
केंद्रीय सशस्त्र पुलिस बल (CAPF) के एक वरिष्ठ अधिकारी ने प्रधानमंत्री नरेंद्र मोदी और गृह मंत्री अमित शाह को एक भावनात्मक खुला पत्र लिखा है। इस पत्र में उन्होंने CAPF अधिकारियों के साथ हो रहे "गंभीर अन्याय" का मुद्दा उठाते हुए न्याय और सम्मान की गुहार लगाई है।
पत्र में मुख्य रूप से 'संगठित ग्रुप-ए सेवा' (OGAS) का दर्जा न दिए जाने पर गहरी निराशा व्यक्त की गई है। अधिकारी ने लिखा है कि सुप्रीम कोर्ट ने ऐतिहासिक फैसले में CAPF को यह दर्जा दिया था, लेकिन सरकार ने इस फैसले को लागू करने के बजाय इसके खिलाफ पुनर्विचार याचिका दायर कर दी है।
इस पत्र के अनुसार, OGAS का दर्जा न मिलने के कारण CAPF के अधिकारियों को दूसरे ग्रुप-ए अधिकारियों की तरह समय पर पदोन्नति (प्रमोशन), समान वेतन और अपने ही बलों में नेतृत्व करने के अवसर नहीं मिल पा रहे हैं। 19 वर्षों से देश की सेव�� कर रहे इस अधिकारी ने भावुक अपील करते हुए कहा कि वे केवल वोट बैंक नहीं हैं, बल्कि देश के लिए सर्वोच्च बलिदान देने वाले सैनिक हैं और उन्हें उनका हक़ और सम्मान मिलना ही चाहिए।
