Actual issues not to be mixed up with unreal. CAPF Officers not in competition with IPS Officers. IPS’s Promotional prospects are different. It’s different service ( each service is unique). Surprisingly Govt notified a bill to turn down the SC Judgement & fixed 50% IG posts for IPS rather than promoting Cader officers against those posts. This law has also thrown out the litigants out of their legitimate rights ( here Govt’s power is not questioned). It’s also incorrect to give impression that the bill is intended to make umbrella law to regulate the promotion etc of the CAPF officers. Unfortunately there is not a single clause in the bill which is aligned with the claims made. Cader officers fought for 15 years in search of justice. But now the bill has put the career of whole CAPF ranks at stake with cascading effects upto Group C posts. Interesting to know the compelling grounds of Govt to change the status of judgement? Will it not affect the morale? Does it happen in a society which has great Constitution as guiding principle of justice & equality? 62 services of Bharat Sarkar are OGAS including all CAPFs then why only these 5 CAPFs are put to disadvantage? What MHA gains to deny their own Forces fm OGAS status? MHA showed every documents including Constitutional provisions, IPS Service Rules, Centre- State relationship, coordination clause, DoPT rules in Delhi High Court in 44 months hearing. Govt went to the extent of appealing in Supreme Court & filed review petition against judgement and again 68 months long hearing didn’t change the status.
It is extremely unfair to CAPF officers . They have every right to go to the top.
Supreme Court therefore gave decision in their favour . Coordination logic is bunkum. It is the States which seek CAPF forces ...& the onus is on DGs to coordinate with CAPF for deployment.
One question ....how do DGs coordinate with Army . Army does not have IPS officers 😊
Leader of Opposition in the Lok Sabha Rahul Gandhi on Thursday (April 9, 2026) said his party, the Indian National Congress, would dismantle the “discriminatory system” that allegedly denies personnel of the Central Armed Police Forces (CAPF) opportunities to rise to top leadership positions, and ensure they receive their “full rights and privileges” when they return to power.

This video breaks down the controversy around the new CAPF Bill, reservation of top posts for IPS officers, and why cadre officers feel sidelined. We also explain the role of the Ministry of Home Affairs, the impact of the Supreme Court of India ruling, and what this means for promotions and morale.
