Haryana signed ₹4,000 crore with Swedish companies this week, and I read every report I could find on it, and not one of them names the company that is putting in the money, so before a broker sells you a Gurugram flat on this headline, read what was actually signed.

It's a letter of intent. One LoI is for ₹3,000 crore and the other is for ₹1,000 crore in retail and warehousing, and along with that Gurugram and Stockholm signed a sister city agreement for smart city work and urban development.

An LoI is a company saying on paper that it intends to invest. No money has moved yet, and plans like this take years to come on the ground; a lot of them get shelved quietly, and nothing happens.

So I'd call it a step in the right direction (and I mean that), but it's a start only. There is nothing in it today that you can put a price on.

I know how this will go, though. Builders will find a way to monetize it, and you'll start hearing Stockholm in launch pitches and European in brochures, as if the sister city came with the flat.

Gurugram became Gurugram on foreign money, when Japanese companies poured into the automobile sector here, and I'm happy to see Haryana sitting across the table from a foreign government again, because it's been a long time since this city got a partnership or JV of that weight.

So if a builder calls you next week and says book now because Stockholm is coming, would you put your money on a letter of intent?

Whenever a contempt notice is issued by the Honourable Supreme Court, it is required that the party responding to the notice must begin their affidavit with an unconditional apology. Only thereafter all other facts and arguments are presented. This is mandatorily followed in every contempt petition.

Following this practice, the first paragraph of the affidavits filed by the Home Secretary, Commissioner of Police, and other concerned officials complied with this requirement.

Thereafter, detailed particulars in the affidavit have been furnished, by which it has been clearly established that all actions taken by the Government and the Police are fully compliant with the law, and no case of contempt is made out against them.
