Why even after notifying/releasing the Forms in December/January, the Forms are made available from May-Sep & that too in a phased manner?

Form 10BB was available on: 06/9/23.
@IncomeTaxIndia it yet to release offline utility of Form 10BB.
How can you take 198 days to release the Form, while giving professionals/assessee only 24 days?

Form 10BB has been substituted w.e.f 01.04.2023. However, the form is still UNAVAILABLE for filing for AY 2023-24. After 147 days @IncomeTaxIndia has not been able to make available the form and you want CAs to file the said form in 30 days. IRONIC
