It's slightly misquoted. The line comes from Nineteen Eighty-Four (1949), and in the novel the word is "picture," not "vision." The rest is essentially right. The "vision" version is a very common misquote that spreads through quote-image sites like the one in your screenshot.
It's a character speaking, not Orwell himself. The line is said by O'Brien, the Inner Party interrogator, to Winston Smith during his torture in the Ministry of Love (Part Three). O'Brien is describing the Party's goal of permanent, self-justifying domination. Orwell wrote the novel as a warning against totalitarianism, so the line is his depiction of that mindset, not a prediction or his own view of the future.
So it's fair to call it "a line from Orwell's 1984," but calling it "George Orwell's vision of the future" misrepresents it.
