For a Tamilian or Kannadiga, both English and Hindi are completely different from his mother tongue. It is plain common sense to choose English over Hindi. Two languages are good enough for every Indian. Third language can be learnt based on need; if a Tamilian settles in Kolkata, he would automatically learn Bengali.

Why Tamil Nadu or Karnataka should learn three languages when a UP or Bihar learns only two?
