I attended the Media Sensitisation Programme on GLOF Risk Mitigation in Sikkim today at the Conference Hall of the Department of Science and Technology. The programme was particularly relevant in the wake of the growing public discussion around flash floods and glacial hazards in the Himalayan region, and the legitimate questions being raised about Sikkim’s preparedness following the devastating GLOF of 2023.
In my address, I highlighted the importance of sensitising the media fraternity on Glacial Lake Outburst Flood (GLOF) risk mitigation. The media has an important role in ensuring that citizens receive accurate, verified and scientifically informed information, particularly on matters involving natural hazards. Greater understanding of the scientific measures being undertaken by the State can help counter speculation and misinformation and enable a more informed public conversation on preparedness and risk mitigation.
I also apprised the gathering that, under the leadership of Hon’ble Chief Minister Shri Prem Singh Tamang-Golay, the Department of Science and Technology was designated as the nodal department for GLOF hazard assessment and risk mitigation studies in Sikkim, with the decision notified. The Department is pursuing this responsibility through an interdisciplinary approach in coordination with the concerned line departments and technical agencies.
I also reiterated that Sikkim has been steadily advancing its disaster preparedness and strengthening its capacity to respond to future natural calamities.
I acknowledged the sustained efforts of Hon’ble Minister for Forest and Environment and Science and Technology, Shri Pintso Namgyal Lepcha, and all the officials of the Department of Science and Technology for their continued work in preliminary studies, scientific research, risk assessment and strategic planning towards strengthening GLOF risk mitigation in Sikkim.
I particularly appreciated the Department’s efforts towards developing what could potentially become the country’s first dedicated GLOF Risk Mitigation Protocol. A standardised and scientifically informed protocol can provide a structured framework for assessing GLOF risks, planning mitigation measures and coordinating institutional responses. If developed comprehensively and implemented effectively, it could become an important institutional mechanism for Sikkim and potentially serve as a model for other Himalayan states and regions facing similar glacial and climate-induced hazards.
The programme also provided an opportunity to hear directly from the technical and administrative officers working on this critical subject. Principal Secretary, Department of Science and Technology and Education, Dr Sandeep Tambe; Principal Director-cum-Secretary, Department of Science and Technology, Shri D.G. Shrestha; Chief Engineer, Department of Science and Technology, Shri Ashim Basnet; and Special Secretary-cum-Director, Sikkim State Disaster Management Authority, Shri Pravakar Rai, shared important details on the scientific studies, risk assessments, mitigation proposals, early warning mechanisms and preparedness measures being undertaken.
For me, the larger objective is clear: scientific research must ultimately translate into preparedness on the ground, timely early warnings, effective mitigation and, above all, the protection of human lives and communities living in vulnerable areas. The media sensitisation programme was an important step towards ensuring that the public conversation on GLOF risks is guided by facts, science and credible information.
