I attended the Media Sensitisation Programme on GLOF Risk Mitigation in Sikkim today at the Conference Hall of the Department of Science and Technology. The programme was particularly relevant in the wake of the growing public discussion around flash floods and glacial hazards in the Himalayan region, and the legitimate questions being raised about Sikkim’s preparedness following the devastating GLOF of 2023.

In my address, I highlighted the importance of sensitising the media fraternity on Glacial Lake Outburst Flood (GLOF) risk mitigation. The media has an important role in ensuring that citizens receive accurate, verified and scientifically informed information, particularly on matters involving natural hazards. Greater understanding of the scientific measures being undertaken by the State can help counter speculation and misinformation and enable a more informed public conversation on preparedness and risk mitigation.

I also apprised the gathering that, under the leadership of Hon’ble Chief Minister Shri Prem Singh Tamang-Golay, the Department of Science and Technology was designated as the nodal department for GLOF hazard assessment and risk mitigation studies in Sikkim, with the decision notified. The Department is pursuing this responsibility through an interdisciplinary approach in coordination with the concerned line departments and technical agencies.

I also reiterated that Sikkim has been steadily advancing its disaster preparedness and strengthening its capacity to respond to future natural calamities.

I acknowledged the sustained efforts of Hon’ble Minister for Forest and Environment and Science and Technology, Shri Pintso Namgyal Lepcha, and all the officials of the Department of Science and Technology for their continued work in preliminary studies, scientific research, risk assessment and strategic planning towards strengthening GLOF risk mitigation in Sikkim.

I particularly appreciated the Department’s efforts towards developing what could potentially become the country’s first dedicated GLOF Risk Mitigation Protocol. A standardised and scientifically informed protocol can provide a structured framework for assessing GLOF risks, planning mitigation measures and coordinating institutional responses. If developed comprehensively and implemented effectively, it could become an important institutional mechanism for Sikkim and potentially serve as a model for other Himalayan states and regions facing similar glacial and climate-induced hazards.

The programme also provided an opportunity to hear directly from the technical and administrative officers working on this critical subject. Principal Secretary, Department of Science and Technology and Education, Dr Sandeep Tambe; Principal Director-cum-Secretary, Department of Science and Technology, Shri D.G. Shrestha; Chief Engineer, Department of Science and Technology, Shri Ashim Basnet; and Special Secretary-cum-Director, Sikkim State Disaster Management Authority, Shri Pravakar Rai, shared important details on the scientific studies, risk assessments, mitigation proposals, early warning mechanisms and preparedness measures being undertaken.

For me, the larger objective is clear: scientific research must ultimately translate into preparedness on the ground, timely early warnings, effective mitigation and, above all, the protection of human lives and communities living in vulnerable areas. The media sensitisation programme was an important step towards ensuring that the public conversation on GLOF risks is guided by facts, science and credible information.

Historic Border Trade Through Nathu La Resumes After Six Years, Opening New Economic Opportunities for Sikkim

Border trade through the historic Nathu La Pass resumed today after a gap of six years, marking a significant milestone for Sikkim and the nation. The reopening is expected to revive economic activity across the State, bringing renewed opportunities for registered traders, transporters, tourism stakeholders, local businesses, and border communities while reinforcing Sikkim's important role in cross-border trade and regional connectivity.

The resumption of border trade is a welcome development for Sikkim and reflects the collective efforts of both the Government of Sikkim and the Government of India towards restoring this important trade route. Under the leadership of the Hon'ble Chief Minister of Sikkim, Shri @PSTamangGolay , the State Government has consistently advocated for the revival of border trade, recognising its potential to strengthen the local economy, create employment opportunities, support livelihoods in border areas, and encourage the growth of trade, tourism, transport, hospitality, and other allied sectors.

The Government of Sikkim deeply values the continued support and commitment of the Government of India under the progressive and purposeful leadership of the Hon'ble Prime Minister Shri @narendramodi ji towards facilitating the resumption of border trade through Nathu La. The trade route, which was reopened in 2006, had remained suspended since 2020 following the outbreak of the COVID-19 pandemic. The revival of border trade is expected to provide a meaningful boost to the State's economy by generating fresh business opportunities and strengthening livelihoods for registered traders and other stakeholders connected with the border trade ecosystem. The reopening is also expected to have a positive impact on tourism, transport services, hospitality, logistics, and other sectors that contribute significantly to Sikkim's economy.

The Government of Sikkim conveys its sincere appreciation to the Government of India, particularly the Ministry of External Affairs, Ministry of Commerce, the Indian Army, the Indo-Tibetan Border Police, Subsidiary Intelligence Bureau/Immigration, Customs authorities, and all other concerned Central agencies for their coordinated efforts in facilitating the successful resumption of border trade through Nathu La.

The Government also congratulates the Commerce and Industries Department, Government of Sikkim, along with all associated State departments, district administration, security agencies, Sikkim Police, border trade stakeholders, registered traders, and every individual whose dedication, coordination, and commitment have contributed to making this important development possible.

The resumption of border trade through Nathu La represents a new chapter of economic opportunity for Sikkim. It is expected to contribute to the State's continued growth by encouraging commerce, supporting livelihoods, and creating greater opportunities for the people of Sikkim in the years ahead.

The Lok Sabha will see young MPs from both the ruling party and the opposition come together to debate the Exam Bill today. That, in itself, is an encouraging sight for Indian democracy.

One of the strengths of a democracy is its ability to create space for different voices. When young parliamentarians from across party lines participate in important legislative debates, it shows that Parliament is more than just a contest between political parties. It is also a place where ideas are tested, perspectives are shared, and the next generation of leaders has the opportunity to make its voice heard.

For many young MPs, such debates are a chance to step beyond party identity and contribute with their own arguments, questions, and vision. Their participation enriches the discussion and reminds us that leadership is not only about holding office, but also about engaging thoughtfully with issues that matter.

It also sends a positive message to young people across the country. Seeing representatives from their own generation actively shaping national conversations makes Parliament feel more accessible and relevant. It reinforces the idea that democracy thrives when new voices are encouraged to participate, question, and contribute.

Regardless of differing political views on the Exam Bill itself, the sight of young lawmakers engaging seriously in the legislative process is a healthy sign. A vibrant democracy grows stronger when its younger representatives are not just present in Parliament, but actively helping shape the nation's future.

Looking forward to seeing young parliamentarians lead today's discussion on the Exam Bill.

The Press Club of Sikkim today celebrates its 24th Foundation Day, marking nearly a quarter-century of service to the media fraternity and the people of Sikkim. Over the years, the Press Club of Sikkim has grown into a vital institution, nurturing generations of journalists and providing a platform for the free exchange of ideas, professional growth, and played a meaningful role in strengthening democracy.

Extending his greetings on the occasion, Hon'ble Chief Minister Prem Singh Tamang Golay said, "I extend my warm greetings and congratulations to the members of the Press Club of Sikkim on its 24th Foundation Day. This occasion marks an important milestone in the journey of professional journalism in our State." He also congratulated Smt. Mala Rana Patro on being conferred the prestigious Kanchenjunga Kalam Puraskar, and Shri Sandeep Prasad on receiving the Lagansheel Yuva Patrakar Puraskar, wishing them continued success in their professional journeys.

The Chief Minister noted that the Press Club has played a significant role over the years in strengthening the media fraternity and promoting responsible journalism, adding, "A free and independent press is the cornerstone of a vibrant democracy, and our government remains committed to supporting the welfare and growth of media professionals." He highlighted several government initiatives in this regard, including an increase in the annual grant to the Press Club, establishment of the Press Club Bhawan, enhanced journalists' awards, revised advertisement rates, health insurance for accredited journalists, and the launch of the Patrakar Samman Yojana for retired journalists. He further urged journalists to uphold the highest standards of integrity and use the power of the media to showcase the peace, progress, and aspirations of Sikkim, extending his best wishes to the Press Club and its members on the special occasion.

Press Secretary Reviews Scientific Forest Management with Forest & Environment Department; Discusses Dhuppi Thinning and Mission: Million Oak Trees by 2047

Yougan Tamang, Press Secretary to the Hon'ble Chief Minister, today visited the Forest & Environment Department, Government of Sikkim, for an in-depth review of the scientific principles guiding the ongoing Dhuppi (Cryptomeria japonica) thinning programme and to gain a comprehensive understanding of the Government's recently launched 'Mission: Million Oak Trees by 2047'. The visit was undertaken in the interest of ensuring that factual and scientifically validated information reaches the public regarding forest management practices being implemented across the State.

During the visit, the Press Secretary held a detailed interaction with Shri Karma Legchey D, IFS, Chief Conservator of Forests, and Smt. Sonam Choden Bhutia, IFS, Conservator of Forests, who explained the scientific, ecological and regulatory framework underpinning the Department's forestry interventions.

The officers informed that the thinning of Dhuppi trees currently being undertaken under the Namchi Territorial Division is a scientifically planned silvicultural practice carried out with the approval of the Ministry of Environment, Forest and Climate Change, Government of India. The Department clarified that the exercise is being implemented strictly in accordance with approved forestry management plans and established scientific guidelines.

During the discussion, officials explained that Dhuppi (Cryptomeria japonica), although a valuable plantation species introduced several decades ago, presents certain ecological challenges when it dominates forest stands. Over time, the continuous accumulation and decomposition of its needles increases soil acidity, altering soil chemistry and reducing the availability of nutrients required by many native plant species. The species also exhibits allelopathic characteristics, releasing natural biochemical compounds that inhibit the regeneration and growth of surrounding vegetation. This gradually suppresses native biodiversity and affects the natural ecological composition of forests.

The Department further explained that thinning is an internationally recognised scientific forestry practice aimed at improving forest quality rather than reducing forest cover. By selectively removing excess or densely populated trees, adequate sunlight, moisture and nutrients become available for native species to regenerate naturally, thereby restoring ecological balance, improving biodiversity, strengthening wildlife habitats and enhancing the long-term health and resilience of the forest ecosystem. The exercise, therefore, is not undertaken for commercial exploitation but as a planned ecological intervention designed to improve the overall vitality of Sikkim's forests.

The announcement of the "Anuvad Setu Puraskar" by Hon'ble Chief Minister Shri Prem Singh Tamang Golay during the national-level celebration of the 212th Birth Anniversary of Adikavi Bhanu Bhakta Acharya at Jautar, Soreng was not merely the launch of another State award. It reflected a larger philosophy that has increasingly come to define the present Government's approach to governance, one that views language, culture and identity not as ceremonial subjects to be remembered on commemorative occasions, but as living institutions that must be strengthened through sustained policy interventions.

Announcing the award before a large gathering of literary figures, scholars, students and language enthusiasts and general citizens, the Chief Minister said that the Anuvad Setu Puraskar would honour translators who creatively bring internationally acclaimed literary works into the Nepali language. Carrying a cash award of Rs. 3 lakh along with a citation, the award will be presented during Bhanu Jayanti celebrations whenever an exceptional translation is produced. More importantly, it seeks to create a bridge between the younger generation and world literature while simultaneously strengthening their emotional connection with their mother tongue.

The announcement drew inspiration from Adikavi Bhanu Bhakta Acharya himself, who did not merely translate the Ramayana into Nepali but transformed it into the language of ordinary people, making literature and knowledge accessible beyond the privileged few. The Chief Minister observed that translation has often shaped the destiny of civilizations. Just as great translations have democratised knowledge across the world, the new award aims to ensure that global ideas, literature and philosophy become available to Nepali readers without distancing them from their linguistic roots.

Hon'ble Chief Minister Shri. @PSTamangGolay had earlier met the Press Club executives on June 8, congratulating them on their new term and assuring continued government support for press and media development in Sikkim.

I am happy to learn that the new executive body, led by President Samir Hang Limboo, reflects a strong mix of youthful energy and experience. I am confident that it will strengthen the Press Club's role in serving the state and media fraternity. I strongly feel that a free and responsible media strengthens democracy in the state, and I look forward to the Club's continued contribution in this regard.

Had the privilege of being part of today's Varta a media interaction hosted by Press Information Bureau, Gangtok on "12 Saal: Vishwas Ke, Vikas Ke, Jan-Kalyan Ke," marking 12 years of the Union Government's governance journey.

Joined Smt. Annapurna Alley, Secretary, IPRD, and Prof. Amit Chakraborty, alongside regional journalists, academicians, and MIB officials all on one platform for an honest conversation on governance.

In my address, I shared that the achievements of the Union Government under the leadership of Hon’ble Prime Minister Shri. @narendramodi ji over these 12 years since 2014 are so extensive, together they reflect good governance in action. On behalf of Sikkim and its people, I congratulated Hon’ble Prime Minister Shri Narendra Modi ji on becoming the longest-serving Prime Minister in the history of India.

Based on my personal experience I spoke about a vibrant shift in the MSME and startup ecosystem after 2014, and how UPI has gone from a new idea to an everyday reality. Adding up more I spoke on various shifts, together played their part in making our nation India as the world's 4th largest economy.

I also touched on Centre-State relations, how the federal structure has genuinely strengthened over these 12 years, with the State and Union Governments working in tandem. Earlier perceptions of Sikkim's voice not being heard have changed; the Centre has listened to and respected this partnership. Sunaulo, Samriddh and Samarth Sikkim, a vision launched by Hon'ble Chief Minister Shri @PSTamangGolay to align with the vision of Viksit Bharat of Hon’ble Prime Minister stands as a real example of this cooperative federalism.

The continuing visits of the Prime Minister, President, Vice President, and Union Ministers to Sikkim reflect the priority accorded to our state and both governments are already working together on a roadmap for the future.

While we spoke at length about these 12 years nationally, I couldn't help but draw the parallel to our own seven years here in Sikkim under Hon’ble Chief Minister Shri Prem Singh Tamang Golay. It's been seven years since 2019, and what strikes me most isn't any single achievement, it's the consistency. Whether it's been strengthening our healthcare system, pushing our education reforms forward, or standing by our farmers, the Hon’ble Chief Minister has approached governance the same way the Centre has, steadily, without losing focus, year after year.

I also spoke about how Hon’ble Chief Minister, Shri Prem Singh Tamang Golay has played a real, active role in making sure Sikkim isn't just a passive recipient of central schemes, but an equal voice in shaping how this partnership works. Over these years, I've seen him push, persistently and personally, for Sikkim's interests in Delhi on rail connectivity, on road infrastructure, on healthcare, on disaster support after the floods we've faced. Sunaulo, Samriddh ani Samarth Sikkim, the vision he's launched to align our state's growth with Viksit Bharat, isn't just a slogan, it's him translating a national vision into something that actually fits Sikkim's own needs and pace.

I also spoke about how the Northeast, including Sikkim, has moved from the margins of national planning to the centre of it. The Government of India's "Act Fast for the Northeast" approach, a sharper, more accelerated push building on the older Act East policy, has meant real, visible movement on the ground: new highways, the upcoming Sivok-Rangpo rail line connecting Sikkim by train for the first time in our history, the reopening of Nathu La for border trade, and steady investment in healthcare, education and tourism infrastructure across the region. This isn't occasional attention anymore, it's sustained focus, and Sikkim is very much a part of that story, in no small part because the Hon’ble Chief Minister has kept making sure of it.
