Government Finally Calls Time on Harare Council’s Shameful Neglect
Let it be stated clearly and without hesitation: opposition Cdes who preside over the decay of Harare must under no circumstances mistake ZANUPF’s decency and restraint for weakness. The ruling Party’s values have always instructed it to act responsibly, even in the capital where opposition has long abused the trust of residents. That patience has now run its course. ZANUPF will brook no nonsense going forward. The people of Harare cannot continue to suffer because of a reckless council that mistakes politics for governance and privilege for responsibility.
The writing is on the wall, and this time it has been written in bold capital letters by the Government itself: Harare City Council has failed, and failed disgracefully. On 26 September 2025, Permanent Secretary for Local Government and Public Works, Dr. John Basera, lowered the boom on the so-called “City Fathers,” accusing them of indifference, dereliction of duty, and betrayal of public trust. His order was simple, sharp, and unarguable: replace the dying palm trees immediately and get serious about maintaining the capital’s greenery.
This is not a cosmetic quarrel about flowers and lawns. It is about leadership, responsibility, and respect for the nation’s capital. Just a year ago, under President Emmerson Mnangagwa’s Vision 2030 drive, Government poured resources into giving Harare a facelift worthy of hosting the 2024 SADC Summit. Roads were redone, the city was beautified, and an ambience of progress was carefully crafted. Yet barely twelve months later, the very same trees planted at significant cost now stand as withering monuments to the City Council’s laziness and incompetence.
Dr. Basera’s letter minces no words. Overgrown weeds, broken branches, and parched trees have turned once-thriving green spaces into “lifeless, unsightly patches.” This, he thundered, is “utterly unacceptable.” And he is right. Residents who pay rates deserve clean roadsides, shaded avenues, and safe, pleasant spaces - not choking weeds, dying trees, and dangerous shrubbery that obstructs drivers and endangers pedestrians. Harare has been allowed to rot, and the blame lies squarely at Town House.
The contrast could not be starker. On one hand, a Government investing billions in infrastructure, urban renewal, and environmental sustainability. On the other, a Council that cannot even water trees. What kind of leadership turns palm trees - symbols of beauty and endurance - into dry sticks of shame? What kind of administration allows its capital city to become a global embarrassment after such a massive facelift? It is indifference bordering on sabotage.
President Mnangagwa’s Government has now drawn the line. Enough excuses. Enough neglect. The Council has been ordered to implement proper care plans for trees and green spaces, to carry out regular roadside maintenance, and to establish transparent systems of accountability. The days of shrugging off responsibility are over.
Harare’s residents should be enraged. They deserve better than leaders who bask in privilege while their city drowns in weeds and dust. They deserve a council that works as hard as the central Government has worked to restore Zimbabwe’s image and drive the nation towards Vision 2030.
The truth is painful but clear: if Harare looks like a city in decay, it is not because of lack of investment by Government, but because of a council asleep at the wheel. As Dr. Basera’s letter rightly signals, the era of indifference is finished. The City Fathers have been called out. Now, they must either perform - or step aside for leaders who actually care about the capital and its people.

How is this possible that foreigners, indeed anyone, are convicted of illegal possession of cocaine and only sentenced to a $150 fine?
Is there anything credible left in our justice system? The same system allows people like an innocent man @JobSikhala1 to rot in prison for over 500 days for exercising his constitutional rights of freedom of expression?
Something is terribly wrong in #Zimbabwe.
This man has been suffering for far too long. When I went to his book launch in SA, listening to him speaking touched me. He suffered imprisonment without a crime. He was tortured. His homes bombed. His family tormented. I have made up my mind. Job Sikhala, I now stand with you.
