Who Is Punishing Khargone’s Community Dogs?

Serious allegations have emerged regarding the repeated capture and confinement of community dogs at an ABC facility. According to the reported account and visuals, one sterilised community dog was allegedly confined for nearly two days without food and water, released around 5 km away from its original location, and then captured again after returning home.

The situation allegedly continued, with two more community dogs reportedly captured and confined, while it is alleged that food and water were being denied for three consecutive days. It is further alleged that Health Officer Prakash Chitte threatened people with an FIR if they attempted to feed the confined dogs.

If verified, these allegations raise serious concerns of cruelty, neglect, unlawful confinement and non-compliance with the Animal Birth Control Rules, 2023.

⚖️ Potential legal violations

duty of every person having charge/care of an animal to ensure its well-being and prevent unnecessary pain or suffering.

PCA Act, Section 11(1)(i) abandonment/conduct exposing an animal to starvation or thirst.

ABC Rules, 2023, Rule 10(17) post-operative dogs must receive adequate healthy food twice daily and potable drinking water at all times.

ABC Rules, 2023, Rule 10(18)
ABC centres must provide sufficient space, ventilation, natural lighting and clean conditions.

ABC Rules, 2023, Rule 10(19) — dogs must be released at the same place/locality from which they were captured, after complete recovery, with release details recorded.

The Government has also specifically stated that community dogs are to be returned to their original location after recovery, and that ABC centres must have adequate kennel and veterinary facilities.

🆘 DEMAND IMMEDIATE ACTION

We demand that Khargone District Administration, Municipal Authorities, Police and Animal Husbandry Department:

1. Immediately provide food, potable water and veterinary examination to every confined dog.
2. Stop any further arbitrary capture or relocation.
3. Conduct an independent inspection of the ABC facility.
4. Verify CCTV, capture records, medical records and release records.
5. Establish who ordered the alleged denial of food/water and threats against feeders.
6. Return the dogs to their original locations wherever legally required.
7. Register appropriate proceedings wherever cruelty or statutory violations are established.

A complaint cannot become a licence to starve, confine or repeatedly relocate a community animal.

🐾 These dogs are not criminals. They are citizens' community animals protected by law.
