The UDF government has committed a serious violation of established procedures in the preparation of the White Paper on the state's financial condition. Confidential government records were handed over to external parties without even being made available to the CAG. Traditionally, White Papers placed before the Assembly have been prepared by the Finance Department itself. What has happened here amounts to a breach of the oath to safeguard official confidential documents from unauthorised disclosure.

There is no opposition to the publication of a White Paper. In fact, it is welcome when the truth emerges, even in the midst of attempts to spread falsehoods. However, certain things cannot be ignored. A White Paper on the state's finances must be prepared by the Finance Department after examining official government records. Instead, confidential documents have been shared with outsiders, and the White Paper has been drafted by external parties. Such an exercise cannot be outsourced to private entities.

The authority to audit the financial position of the state rests exclusively with the CAG. The disclosure of confidential government records to outside parties is also a clear violation of the oath that such documents will not be shared with unauthorised persons.

When the UDF government prepared a White Paper in 2011, it was the Finance Department that undertook the task. Likewise, when the LDF government issued a White Paper in 2016, it too was prepared by the Finance Department. If confidential records are made available to external parties, it can undermine the very framework of government procedures and institutional accountability. Providing financial data to outsiders when it has not even been shared with the Accountant General is neither proper nor justifiable.
