Other problems going on due to expenses and insurance issues, many elderly are using non-citizens who are cheaper, and unlicensed homes run by retired medical personnel for taking care of elderly. Many people either have no choice or they want cheaper options or dumping is occurring. Some families don’t get notified of deaths and questions are many.
When police and EMS respond multiple times to address with different people involved, they need to have this investigated to see if unlicensed facility.
Shocking but sadly common. Home health aides and caregivers have access that makes it easy for them to financially exploit and abuse. Lock personal docs, tax records, and lines of credit away. Use a family safety word to signal distress. Keep elders active in the community. Vet agencies & staff rigorously. Many skip real background checks. Stay alert & involved.

😡Caretaker caught on camera stealing 95-year-old woman’s personal information😡YIKES!
A caregiver employed by Right at Home in Temecula was allegedly captured on video searching through the personal documents and jewelry of a 95-year-old woman in Murrieta last month, her family says.
Berg was recorded wearing rubber gloves while opening desk drawers in the home office.
She allegedly used her phone to take photos of the elderly woman's tax documents, Social Security number, bank statements, and investment files. Showed her stealing personal items, including the victim's wedding ring.
The caregiver actively ignored the elderly woman's pleas for help from her bed while rifling through her belongings

Coz Skaife brings years of experience as a national advocate with NASGA and as the host of TS Radio Network, where she has spent years giving victims of guardianship abuse a platform to tell their stories. She has helped connect advocates across the country and has worked on legislative reform efforts.
Dr. Mary Whitten brings a scientific and analytical perspective. Mary taught nursing chemistry across the country at several universities. She was a chemist for NASA and currently works as a chemist as a civilian for the military. After her uncle became entangled in a Pennsylvania guardianship case, she dedicated herself to researching guardianship abuse and has become a national educator on how these systems operate. She has testified, spoken at previous Whistleblower Summits, and works on legislative reform through NASGA.
Marsha Joiner brings a unique and important perspective to our panel. While she is not a direct victim of guardianship abuse, she experienced the devastating consequences of hospice practices with her own mother—an issue that many families report can intersect with abusive guardianship cases. Following her mother’s death, Marsha became a national advocate, author, and podcast host dedicated to educating families about patient rights and end-of-life care. Marsha is an active advocate with the Betrayed by Hospice community and The Betrayal Project USA, an initiative working alongside Senator Ron Johnson to raise awareness of systemic failures in healthcare and to amplify the voices of affected families. She was also recently a guest on the podcast “Diamond & Silk”.
I bring the perspective of someone who lived through a years-long probate and guardianship battle involving my own mother. What began as a personal fight evolved into broader advocacy. Through the Justice for Betty Hayes movement and the Michigan Judicial Probate Integrity Project, I’ve worked to support other families, organize court watchers, engage with lawmakers, and advocate for greater transparency and accountability in probate courts. My focus is on how ordinary citizens can document what they experience, raise public awareness, and push for systemic reform.
Together, our panel combines media, research, healthcare, legislative advocacy, and lived experience. We aren’t approaching this issue from just one angle—we’re bringing different expertise that, taken together, offers a broader look at the challenges families face and the reforms many advocates believe are needed.
