@KylieJaneKremer The land there is very arid and rocky with little plant life, so most of the rain drains off into creeks and rivers. Its fairly common to have flooding in these areas. This is the 2nd worst flood in recorded history behind the 1987 flood. It's difficult to predict rainfall totals

@FPWellman They don't have any flood warning systems in place. Thd flood waters rose 30 feet in 40 minutes at 4 am. There needs to be changes, but it has nothing to do with NOAA or satellites. You cannot look at a storm cell and predict rainfall totals.
