I was tired of doing those in separate apps, so I figured I'd just put them together. AFAIK, it's the only one that does both at this level of quality and control.
It supports images and videos, with VERY granular control over every parameter from subtle to completely obliterated.
To be clear, I'm a dummy. This is just hacking together two existing open source projects that are the best in the world at what they do: NTSC-RS for the TV effect, and the CRT shaders from Retroarch.
