◾On 08 Apr 26, we received official communication from National Human Rights Commission (NHRC) on our Case No. 369/90/0/2026 (registered 30 Mar 26 on our petition dated 08 Dec 25), attached.
◾NHRC has transmitted our original complaint to the Defence Secretary with the following clear directions, attached:

DIRECTIONS OF NHRC COMMISSION (verbatim gist):
▪️The complaint be transmitted to the concerned authority for such action as deemed appropriate.
▪️The authority concerned is directed to take appropriate action within 8 weeks, associating the complainant/victim, and to inform him/her of the action taken in the matter.
▪️Scanned copy of Complaint attached for necessary action as per the directions of the Commission.

GIST OF IMPORTANT POINTS HIGHLIGHTED IN OUR ORIGINAL COMPLAINT TO NHRC:

◾SPARSH system caused severe human rights violations for lakhs of aged (70–95+ years), less-educated, non-tech-savvy Ex-Servicemen and widows living in remote areas.

◾Defective data migration: Used legacy PPOs (1976–2016) instead of 2017 ePPOs, resulting in ~50% blank/wrong data.

◾Burden shifted onto vulnerable pensioners: CGDA/PCDA(P) did not correct data themselves; aged veterans forced to update via portal they cannot access.

◾Ineffective grievance mechanism: Complaints closed as “resolved” without actual rectification.

PRAYER IN OUR ORIGINAL PETITION TO NHRC (Verbatim Para-6):

◾Take suo moto cognizance of this matter under Section 12(a) of the Protection of Human Rights Act, 1993, given the scale and human rights implications.

◾Direct the Comptroller and Auditor General (CAG) to conduct an Efficiency-cum-Performance Audit of the Controller General of Defence Accounts (CGDA) and Principal Controller of Defence Accounts (Pensions) Prayagraj to investigate and rectify the systemic failures of SPARSH.

◾Ensure remedial measures -
▪️Data correction by CGDA and PCDA(Pensions) using existing records
▪️Provisions for rural ESM to opt-out of SPARSH until resolved, to restore their dignity and financial security.

◾Defence Secretary to kindly appraise the truth of the SPARSH crisis to Hon’ble Defence Minister Sh Rajnath Singh Ji and PMO.

◾Direct immediate corrective measures —
▪️Bulk data correction using existing records by CGDA/PCDA Pensions
▪️Temporary opt out (SPARSH to Bank) option for senior ESM above 70 years & widows untill issues resolved
▪️Rural outreach —
so that our aged veterans and Veer Naris get relief in their twilight years.

What to talk about giving any Legal Aid to the Soldiers, even the sole mechanism named Armed Forces Tribunal which was created for the Soldiers to agitate against their grievances is also more or less defunct. There is no accountability for its functioning. The Principle Bench sits at 11 and rises at 1 almost everyday. Business is transacted in a "Hitler style" of functioning. Cases filed in the year 2009 are still pending but few "lucky" & "resourceful" Lawyers can get their cases of even 2025 vintage listed and heard and decided. So, for Soldiers, your such assurances hardly carry any worthwhile meaning. Please do something to make the Armed Forces Tribunal accountable and truly functional for the purpose for which it was created..

FRAUD IN THE NAME OF E COMMERCE: I am flooded with so many calls from so many Serving as well as Retired Armed Forces Officers about a Fraud which is being committed in the name of E Commerce. It is a very sorry state of affairs that a group of Armed Forces Officers, serving as well as retired, have embarked upon a journey of defrauding their own brethren by enticing them to join a Ponzi Scheme known as "Q Net". Every day so many officers are losing a substantial amount of their hard earned money in this MLM kind of Scheme. I request @adgpi to kindly sensitise the environment about this menace. Things are really bad and, unless an immediate action is taken, a lot of people from the Armed Forces would lose their money. I have the details of such culprits and would reveal the same in open at this platform itself soon if they don't mend their ways and return the money to their victims.
