This important oped from you @ShashiTharoor as a believer like me in UN System and multilateralism ,former DG WTO @PascalLamyEU and respected civil society advocate for a multilateral rules based trading order @Psm_cuts strikes a chord with me . I have been both an Indian trade and development negotiator for 15 years and Director of UNCTAD’s flagship trade division for 7 years supporting developing country perspectives on GATT and later WTO .
To me the why of salvaging WTO is clear - we need stable , predictable , MFN based , fair , equitable rules of the game for trade that protects the interests of the all trading partners - weak or strong and not the chaos and arbitrariness of unilateralism and shocks that the WTO’s terminal decline is portending .
The ideal is something we developing countries and India have been dreaming of since its birth in 1995 because the WTO has been far from ideal from our perspective . For us that had been the goal with the promise of the development rounds .
But now we have to reinvent it because it’s no longer about reform to achieve the ideal but to build anew like Kipling suggested -watch the things we gave our lives to, broken,
and stoop and build 'em up with worn-out tools.
Then there is the challenge of fragmentation from plurilateralism , regionalism even minilateralism to add to the baneful effects of the unilateralism based trade order the largest economies may be foisting on the world .
The problem is who will bell the cat and do the change management . @PascalLamy should ask this question to the EU who are unable to do the heavy lifting make their own contribution . And China ? It would root for a China dominated WTO reinvigoration I guess as its greatest beneficiary .
The U.S. seems to have too far gone off the multilateralism rail - beyond Trump and Republicans to make any investment in the system .
India’s role is important in mobilizing the Global South to work for rejuvenation of the WTO , but not as an end in itself as the recent Ministerial showed .
It is and must set out its own stakes - overall , sectorally , in dispute settlement mechanism , on the plurilateral arrangements, and also on safeguarding its own national policy space, securing supply chains , accessing and preserving vital resources . This in a world that is reflexively going back on win win globalization and interdependence , is weaponising trade through tariff walls and bilateral agreements , resource capture and export restrictions - all that in the midst of consequential disruptions caused by two major wars .
Finally we have come so far away from the spirit and practice development cooperation and aid to developing countries that even the slogan of trade not aid as a powerful force for sustainable development seems hollow ! And WTO in my view has to be resurrected as part of a larger multilateral system revival and development cooperation destiny , not in isolation .
