➡Long outbreath ( which means releasing the carbondioxide from mouth) stimulates the parasympathetic nervous system which are the brakes to slow down anxiety.
One of the hardest things in the world is to master ourselves. Once you master that, the rest of the world is open to you. Self-discipline is the key, as mentioned by a military officer.

So basically bully is a victim in one of his /her other aspects of life and he is getting a sense of relief from his target (the victim) which his bully got from him in the past.
