The Gates Foundation invested nearly $600 million in a national effort to improve teacher evaluation systems, using student test scores, observations, and surveys to measure teacher effectiveness.
After years of research, RAND found that the initiative did not lead to significant gains in student achievement or teacher quality.
If nearly $600 million couldn’t make test-based evaluations work, maybe it’s time to admit the problem isn’t the teachers.
