Why Confederation Is the Only Viable Solution:

For over two decades, Puntland has operated under the principle that good governance begins at the local level, not in a distant, disconnected capital. The failure of centralized government in Somalia has led to corruption, marginalization, politicization of aid, and insecurity. Every attempt to impose authority from Mogadishu has only deepened division.

We at PuntlandFirst believe the solution is clear: a Confederation Government.

What Is Confederation?

A Confederation means:
•Decentralized authority, where regions like Puntland govern their own security, economy, and local laws.
•A limited central government in Mogadishu focused only on national defense, currency, and foreign policy ��� not controlling aid, appointments, or regional decisions.
•Regions cooperate as equal partners, not subordinates.

Why Confederation Works for Somalia:
•Respects regional identity: Puntland, Jubaland, and others have unique histories and governance systems.
•Ends power struggles: No more wars over who controls Villa Somalia.
•Strengthens accountability: Regions develop through their own performance, not favoritism from the center.
•Promotes peace: Al Shabaab thrives on central dysfunction. Local control defeats extremism faster

How Puntland Can Make It Happen:
1.Lead by Example
Continue strengthening Puntland institutions: justice, police, education, and local revenue — proving that self-rule works better than federal dependency.
2.Form a Block with Like-Minded States
Collaborate with Jubaland, Khaatumo, and emerging regional states to form a Confederal Council as a counter-model to Mogadishu’s failed system.
3.Draft a Confederal Charter
Develop a new constitutional framework for a Confederal Somalia. Submit it to the Somali people — not just politicians — for referendum.

Take Puntland’s message abroad. Show the world that Somalia’s future lies in decentralized unity, not a power-hungry center.
5.Popular Mobilization
Through PuntlandFirst and other civil platforms, raise awareness among Somalis across regions about why confederation is the path to peace and prosperity.

Our Vision:

A Somalia where Garowe, Kismayo, Hargeisa, and Baidoa govern themselves — and cooperate by choice, not by force.

Somalia doesn’t need another dictator. It needs a Confederation.
