Now, IOCL has reportedly confirmed in writing that margin revision—including the demand for ₹16.32/L on petrol and ₹15.36/L on diesel—is a policy matter within MoPNG’s domain.

OMCs point to the Ministry. The Ministry remains silent despite repeated representations. Who, then, is accountable for the survival of India’s petrol pumps?

IOOA deeply shocked and outraged by the tragic incident involving IOCL officer Shri Mahesh Shelke Annarao, Manager, Nanded, Maharashtra, who lost his life while performing his official duties.

Violence against an officer of a public sector organisation is absolutely unacceptable. IOOA strongly urge MoPNG, IOCL Management and the Government of Maharashtra to ensure a swift, impartial and time-bound investigation and arrest of the perpetrators within 24 hours, subject to due process of law.

The bereaved family must receive immediate support, and the safety and security of all officers serving the nation must be ensured.

There must be zero tolerance for violence against oil company officers performing their duty. Justice must be swift, firm and exemplary.

@HpclMeerut Is this the new version of “Marketing Discipline” — or simply “Officer’s Personal Discipline Guidelines”?

Can Sales Officer Manish Sikka, RSA Meerut, walk into an RO for a CNG refill and, on finding a few salesmen temporarily without shoes/uniform during a swift operational change, simply suspend sales?

Seriously — which exact clause of the HPCL MDG authorises such a drastic action? Please quote the clause, not the personal interpretation.

And while we are discussing “discipline”, can someone also explain why the sales building under HPCL’s own domain has not been whitewashed, yet the dealer is apparently expected to face instant consequences for every minor lapse?

If MDG is a rulebook, it must apply uniformly, proportionately and transparently — not according to the mood of whoever happens to walk into the RO.

This is reportedly not the first instance where the conduct of this particular Sales Officer has been raised with the Association. If so, perhaps the “add-on package” deserves a review too.

HPCL itself says its Sales Officers are responsible for maintaining the Corporation’s brand value and identity, while its published MDG provides a defined classification/action framework.

Very Heartbreaking incident to see the demise of such a Young Official of an Oil Company.

We have been Ringing the Alarm since 2020 that Relationship between Oil Company Sales officers and Dealers are getting worse due to many issues, including Lass in Sales Volumes, freezed Margins, additional compliance burden and Increased Investory cost

The system needs to be recalibrated and a meeting of the Dealer Associations with Ethics Committee of OMCs be arranged so that the SOPs are in line with the Remuneration being extended to Fuel Retailers

My Heartfelt Condolences with the Family of this Young officer.

Hopefully my suggestion is taken on Priority to resolve the problem in our trade and restore the healthy relationship between OMCs and Dealers

A critical compliance question for OMCs & authorities:

If MDG places responsibility on the dealership to verify blending parameters, how is a dealer expected to independently verify the prescribed blending percentage in HSD (Diesel), particularly where blending is carried out upstream?

With HSD now referring to B2 blending, what approved testing method, equipment, sampling protocol and permissible limits are prescribed for dealers?

Accountability must be matched with a clear, scientifically verifiable mechanism.
