We say: "A key determinant of the rate at which a virus evolves is its mutation rate" which means a different thing. "The rate at which a virus evolves" is a definition of the substitution rate, rather than the mutation rate.

The statement "MUTATION rate is 'the rate at which a virus evolves'" in your post is incorrect. We don't say this in our paper, but the use of quotation marks seems to imply so.
2) The excellent study “The evolution of SARS-CoV-2” clarifies the difference between the 2 rates :
The MUTATION rate is "the rate at which a virus evolves. This is the intrinsic rate at which genetic changes emerge per replication cycle"
