Quantum sovereignty will help determine who can protect their data, sustain critical infrastructure, and retain freedom of action in the quantum era.

At Q+AI 3.0 in New York, the senior executive panel brought together leaders from @SEALSQcorp @infleqtion @rigetti Computing, SEEQC, and Oxford Quantum Circuits (OQC), with Cantor Fitzgerald moderating the discussion. The strategic challenge is clear: technological progress must be matched by security, resilience, and trusted cooperation.

Quantum sovereignty means having the capabilities, partnerships, and alternatives to maintain control over essential technologies—even when a supplier becomes unavailable or geopolitical conditions change.

Five priorities should guide that effort:

🔐 Accelerate post-quantum security. Identify vulnerable cryptography, prioritize data that must remain confidential for decades, and build the ability to update cryptographic systems as threats evolve.

🔗 Strengthen trusted supply chains. Secure access to semiconductors, quantum hardware, critical materials, and manufacturing capacity while reducing single points of failure.

⚙️ Build operational independence. Favor interoperable systems, portable software, and the expertise needed to operate and maintain critical infrastructure.

🛰️ Connect terrestrial and space resilience. Develop quantum sensing and communications capabilities alongside secure ground infrastructure, with clear requirements for reliability and trust.

🤝 Invest in people and partnerships. Research, engineering talent, industrial capacity, and international collaboration must advance together.

NIST’s post-quantum standards, including ML-KEM and ML-DSA, already provide a foundation for migration. The next challenge is implementation across devices, networks, and institutions.

Governments and businesses should treat quantum readiness as an infrastructure priority, with accountable leadership, funded roadmaps, and measurable progress.

THE BILLIONAIRES WHO ARE QUIETLY BETTING THEIR OWN MONEY ON QUANTUM

Tim Draper was first. His firm DFJ led a round in D-Wave in 2003 and in 2019 he personally invested in Xanadu.

Jeff Bezos followed in 2012, co-leading a $30 million D-Wave round alongside In-Q-Tel, the CIA’s venture arm. This July, Bezos Expeditions came back in, investing in Oratomic’s $300 million round. That round was co-led by Vinod Khosla’s firm Khosla venture marking their first quantum investment.

Eric Schmidt, Google’s former CEO, chairs SandboxAQ. Marc Benioff, Ray Dalio, Thomas Tull and Two Sigma’s David Siegel are investors there too. It’s valued at over $5.6 billion.

The billionaire twins Thomas and Andreas Strüngmann, early backers of BioNTech, invested in IQM through their family office.

Li Ka-shing backed Australia’s Q-CTRL through his personal firm.

Peter Thiel’s Founders Fund was in PsiQuantum’s 2020 round. Intel CEO Lip-Bu Tan invested in PsiQuantum in 2019 and joined its board this year while also noting he owns some IONQ.

And quantum minted a billionaire of its own, Quantinuum founder Ilyas Khan, whose stake hit about $2.2 billion at the IPO.
