Yes it fucking does! In fact, that is the core principle of the current system. Benefits are not based on conditions, they are based on the effect that a disability has on individual claimants. Therefore as I have previously said, is perfectly possible for 2 people claiming for the same disability or health condition to get different awards, based on the fact that their disabilities impact their lives differently.
