Set theory gives a minimum overlay therefore that 72% are white British and a maximum overlap of all 80.5% being white British. From the report you cited 65% of the workforce are proven not to be foreign

The city's workforce is therefore a pretty much 1:1 representation of its white British demographic which doesn't demonstrate a reliance on foreign construction workers as you claimed
