“ सरकार कहती है कि लोकसभा की सीटें हमेशा 543 पर नहीं रोकी जा सकती है। यह सीमा 1972 में तय हुई थी तबसे देश की आबादी दोगुनी हो चुकी है।

यह दलील ऊपर से लोकतांत्रिक लगती है लेकिन नीचे से एक गहरा खतरा भी छिपा हुआ है। इस परिसीमन के साथ कई बड़ी चुनौतियां भी हैं।

सबसे बड़ा यह है कि जिन दक्षिणी राज्यों ने आबादी पर काबू पाया उन्हें सज़ा मिलेगी और उत्तर के हिंदी भाषी राज्यों को उनकी नाकामी के बावजूद कहीं ज़्यादा इनाम मिलेगा।

दुनिया का कोई स्थापित देश ऐसा बिल्कुल नहीं करता है। हर देश मानता है कि संसद का एक तय आकर होना चाहिए।

ऐसा आकर हो जिसमे कानून की सही बहस हो सके और सांसद उसमे हिस्सा ले सके। 850 सीटें वाली लोकसभा इतनी बड़ी होगी की दुनिया के किसी भी लोकतंत्र में नहीं है।

एक समय बाद संसद बहस की जगह नहीं बल्कि अफ़रातफ़री वाले अखाड़े में तब्दील हो जाती है।
