Israel is absolutely willing and capable of letting go of $3bn/year (it was a lot back then but it's kinda trivial now).
What it can't let go of is the QME, the direct Pentagon acquisition access, and of course, the US-aligned bases between Cyprus and Doha. That's the big money.
