Infiltration of Armed Groups into Governance: A Serious Threat to Democracy, Peace, and the Rule of Law
One of the most unfortunate developments in a democratic system is the alleged infiltration of individuals associated with armed organizations into positions of governance and public office. While the Government of India continues to emphasize counter-insurgency measures, violence prevention, and the fight against the drug trade, any allegation of links between elected representatives and armed groups raises serious questions about the integrity of democratic institutions.
According to information circulating on the Facebook page The Rongmei Today, it has been alleged that Saikul MLA Mrs. Kimneo Hangshing holds the position of Secretary, Women and Child Wing, of KNO, an organization that has been associated in public discussions with issues relating to violence and is currently under the Suspension of Operations (SoO) agreement with the Government of India.
While her Husband David Hangshing ( reportedly Burmese origin is the President of KRA. Similarly Nemcha kipgen is serving as DC currently her husband Thanboi Kipgen is the President of KNF-P a prime accused in the inhuman murder of six Nagas Civilians.
Why these allegations are not verified by Government?
The matter raises important questions regarding the electoral system, democratic accountability, and the safeguards in place to prevent the entry of individuals associated with armed organizations into governance structures.
At a time when the nation is striving to curb violence, organized crime, and the illegal drug trade, any perception that persons linked to armed groups may hold positions of political authority undermine public confidence in democratic institutions.
Any actual or perceived overlap between these spheres must be investigated by competent authorities to protect democratic values, public trust, and the long-term peace and stability of the region.

Paojakhup Guite, a former President of the Kuki Students' Organisation (KSO) Delhi-NCR, called for the launch of a renewed movement for a separate administration in Manipur for the Kuki community. He stated that under the leadership of the Suspension of Operations (SoO) groups, the United Tribal Volunteers (UTV) and Village Volunteers (VV) should be re-formed and mobilized to strengthen the movement for separate administration, even through armed resistance and conflict.
He further claimed that during the ongoing COBRA operations, the SoO groups are unable to move freely or take action. However, he argued that if the UTV and VV were active again, the COBRA operations would not be able to proceed smoothly.
Some points where former KSO Delhi-NCR president Paojakhup Guite made remarks supporting a renewed movement for separate administration:
- restarting UTV/VV groups,
- launching a movement through "firing and war",
- obstructing COBRA operations,
- or directing armed action.

This is today at 3pm on the National highway where a civilian was killed and another seriously injured in an armed attack reported along the Imphal–Ukhrul highway (NH-202) today.
The incident occurred between Litan and TM Kasom villages when civilian passengers traveling along the route were ambushed.

Three Tangkhul civilians including one women was reportedly killed today 18 April 2026, in an ambush carried out by suspected Kuki armed groups at around 1430 hrs between Litan and TM Kasom, under PS Litan, Ukhrul district. Several vehicles were damaged in the attack. The convoy was en route to Ukhrul/Kamjong after the escort party had dropped them at Litan from Imphal.
This incident comes amid nearly three years of continuous targeting of Meetei civilians. Disturbingly, the violence now appears to have extended further, with Tangkhul Naga civilians also coming under attack in the hill districts.
The situation highlights a grim irony, Kuki Narco-Terrorist armed groups continue to move freely across the hills of Manipur, launching attacks at will, while ordinary civilians remain vulnerable. Despite sustained efforts by central security forces to contain the situation, tangible progress on the ground remains limited.
In today’s incident, reports indicate that Tangkhul civilians returning to Ukhrul from Imphal were ambushed, resulting in fatalities and injuries.
It is also notable that the Kuki-Zo Council was quick to issue a clarification statement on the incident, though its relevance to the facts on the ground appears questionable.
