States owe primary protection to citizens on their soil and through standard consular/diplomatic channels abroad. When Indian nationals voluntarily work on foreign-flagged ships in a war zone between third countries, they operate under the flag state's laws, the employer's duty of care, and international maritime rules—not automatic Indian military or sovereign protection. India can (and should) push for investigations into civilian casualties, demand accountability if IHL was breached, and support families. But it has no obligation or practical ability to shield people from risks they assumed far from Indian jurisdiction or assets. That's basic jurisdictional reality, not callousness. Tragic either way.
If you are working for a different country that is involved in a war with a 3rd country, Indian government is not responsible to protect you. Those 3 poor souls did not die in India, they were not in Indian ship.
