Note that when the getAccountUsingEthers() doesn't event need to get the provider. We can get the account just by using the ethers object.

We first have to test that the amount sent is not greater than the senders balance. If so, we update the balances for the sender and receiver and emit a Transfer event so that any listeners react to the function completion.
