It wasn't a CIA theory. The document was a 1978 CIA translation of a Soviet magazine article by researcher V. Sergeyev.

Still, it ended up in the STARGATE files, where the CIA spent years and millions exploring remote viewing, psychic spying, and other mind-related claims.

Believe it or not, the program ran for nearly 2 decades.
