I think governments should test a world government council that discusses what happens if any country reaches AGI or ASI. It should be made up of scientists, not politicians. Im talking about people who are good at this and optimistic, acting in the best interest of humanity.

I don't think thats possible, since human civilization is divided into countries and almost every country hides its capabilities, nuclear powers included. Still, I like the idea of a system thats hard to penetrate. Ironically, human intelligence alone isnt enough yet, so Im hoping humans can become "high humans" ASAP.
