मैं MCD South Zone, Khanpur Ward No. 167 में चल रहे organised corruption racket की शिकायत करते हुए यह पत्र लिख रहा हूँ।

### आरोपित:

1. Sanjay – MCD Beldar, जो Sainik Farm Gate No. 1 पर Sunday/छुट्टियों में guard की duty करता है।
2. Ravinder urf Ravi – Sanjay का active accomplice।

### गंभीर आरोप:
ये दोनों व्यक्ति Khanpur Ward में wherever कोई building बन रही है, वहाँ जाकर illegal construction के नाम पर रंगदारी (extortion) करते हैं। पैसे न देने पर JE के साथ मिलकर धमकी देते हैं और building तोड़ देते हैं।

सबूत: 10 जुलाई 2026 को दोपहर लगभग 1:45 बजे खानपुर में एक भवन पर की गई तोड़फोड़ (Demolition) के दौरान का वीडियो संलग्न है। वीडियो में संबंधित भवन का मालिक यह दावा करता हुआ सुनाई दे रहा है कि Ravi और Sanjay ने उससे पैसे लिए थे, लेकिन इसके बावजूद उसकी इमारत पर कार्रवाई की गई, जिससे उसे भारी नुकसान हुआ।

संलग्न तस्वीरों में Ravi और Sanjay संबंधित JE साहब के साथ मौके पर खड़े दिखाई दे रहे हैं। यदि ये दोनों किसी आधिकारिक ड्यूटी पर नहीं थे, तो यह स्पष्ट किया जाए कि वे वहाँ किस अधिकार और किस उद्देश्य से मौजूद थे।

वीडियो में लगाए गए आरोपों और इनकी मौके पर मौजूदगी को देखते हुए पूरे मामले की निष्पक्ष एवं स्वतंत्र जांच कराई जाए। यदि जांच में किसी प्रकार की मिलीभगत, अनियमितता या भ्रष्टाचार सामने आता है, तो संबंधित सभी अधिकारियों और कर्मचारियों के विरुद्ध कड़ी विभागीय एवं कानूनी कार्रवाई की जाए।

ये लोग Beldar हैं, जिनकी duty केवल Gate No. 1 Sainik Farm पर है। फिर JE के साथ building sites पर घूमना, पैसे वसूलना और demolition में सहयोग करना MCD के rules का खुला उल्लंघन है। MCD को शर्म आनी चाहिए कि उसके बेलदार JE बनकर घूम रहे हैं और आम लोगों का जीवन नर्क बना रहे हैं।

ये systematic भ्रष्टाचार है जो पूरे Khanpur-Sainik Farm क्षेत्र में फैला हुआ है। पहले Meena Ji ने MCD के ऐसे भ्रष्ट तत्वों के नाक में दम किया था, लेकिन अब फिर वही स्थिति बन गई है।

### मांगी जाने वाली सख्त कार्रवाई:

1.CBI को तुरंत case सौंपा जाए और पूरे racket की जांच हो।
2. दोनों आरोपितों की call records, bank transactions और property details की जाँच हो।
3. Khanpur Ward में इन दोनों को देखते ही Delhi Police तुरंत गिरफ्तार करे।
4. JE Sahab और अन्य संलग्न अधिकारियों पर भी departmental action + vigilance inquiry हो।
5. Victim को उचित मुआवजा और protection दिया जाए।
6. MCD South Zone को strict instructions दिए जाएं कि ऐसे बेलदारों को building department में घुसने की इजाजत न दी जाए।
7. पूरे मामले की time-bound inquiry report15 दिनों में public की जाए।

अगर तुरंत सख्त action नहीं लिया गया तो मैं इस मामले को Higher Authorities, Media और Court तक ले जाने को मजबूर हो जाऊंगा/जाऊंगी।

Sir/Madam,

I am writing to lodge a serious complaint regarding an organized corruption racket allegedly operating in MCD South Zone, Khanpur Ward No. 167.

Accused Persons

1. Sanjay – MCD Beldar, who is reportedly assigned as a guard at Sainik Farm Gate No. 1 on Sundays and government holidays.
2. Ravinder alias Ravi – An active associate of Sanjay.

Serious Allegations

It is alleged that these two individuals regularly visit construction sites across Khanpur Ward and engage in systematic extortion by threatening property owners under the pretext of illegal construction. Those who refuse to pay are allegedly threatened and their buildings are demolished with the involvement of the concerned Junior Engineer (JE).

Evidence:
A video recorded on 10 July 2026 at approximately 1:45 PM during a demolition operation in Khanpur is enclosed. In the video, the property owner can be heard alleging that Ravi and Sanjay had already accepted money from him, yet demolition action was still carried out, causing him significant financial loss.

The attached photographs also show Ravi and Sanjay standing alongside the concerned JE during the demolition. If these individuals were not officially assigned to that operation, MCD must clarify under what authority and for what purpose they were present at the site.

Considering the allegations made in the video and their presence during the demolition, I request that the entire matter be investigated through an independent and impartial inquiry. If any collusion, misconduct, corruption, or abuse of authority is established, strict departmental as well as legal action should be initiated against all responsible officials and employees.

These individuals are Beldars whose official duty is reportedly limited to Sainik Farm Gate No. 1. Accompanying JEs to construction sites, allegedly collecting money, and participating in demolition activities is a blatant violation of MCD rules and raises serious concerns regarding abuse of authority. It is deeply disturbing that Beldars are allegedly functioning beyond their designated responsibilities while ordinary citizens are subjected to harassment.

This appears to be a case of systematic corruption affecting the entire Khanpur–Sainik Farm area. Earlier, Mr. Dil Khush Meena had taken strong action against such corrupt elements, but the situation now appears to have deteriorated once again.

Reliefs Requested

1. The entire case should be referred to the Central Bureau of Investigation (CBI) for an independent investigation.
2. The call records, bank transactions, and property details of both accused persons should be thoroughly examined.
3. Appropriate legal action should be initiated against the accused persons if evidence establishes their involvement in any criminal offences.
4. A vigilance inquiry and strict departmental proceedings should be initiated against the concerned JE and any other officials found involved.
5. The victim should be provided appropriate compensation and protection.
6. MCD South Zone should issue strict directions prohibiting Beldars from interfering in Building Department operations beyond their authorized duties.
7. A time-bound inquiry should be completed, and the investigation report should be made public within 15 days.

If immediate and effective action is not taken, I shall be compelled to pursue this matter before higher authorities, the media, and the appropriate judicial forums.

दक्षिणी दिल्ली के F-I/266, मदनगीर, नई दिल्ली-110062 में कथित रूप से MPD (Master Plan of Delhi) का उल्लंघन करते हुए लगातार अवैध एवं अनधिकृत मंज़िलों का निर्माण किया जा रहा है।

सबसे गंभीर सवाल यह है कि स्थानीय लोगों के अनुसार यह मामला संबंधित JE राजेंद्र मीणा की जानकारी में होने के बावजूद निर्माण कार्य जारी है, लेकिन अब तक कोई प्रभावी कार्रवाई नहीं हुई।

क्या नियम सिर्फ आम नागरिकों के लिए हैं? यदि निर्माण अवैध है, तो इसे तुरंत रोककर जिम्मेदार अधिकारियों की जवाबदेही तय की जानी चाहिए।

माननीय अधिकारियों से अनुरोध है कि मामले की निष्पक्ष जांच कर तत्काल कार्रवाई करें और अवैध निर्माण पर रोक लगाई जाए।
