I have that armor, and yeah, I'd love to wear it—but I don’t. Why? Because all it takes is one bad sidestep, clipping through the floor, and *poof*—it’s gone until next wipe.
Why should a perk item you get after dropping 5 grand, or a Snarling Vanduul helmet people spent days digging through thousands of boxes to find—something you can’t melt or get back—just end up in the hands of some rando who’ll either toss it in their locker and never use it or scrap it for laughs? What did you have to do for it except simply kill them? Total loss shouldn't be a thing since you can't get that specific armor back; and allowing others to keep it and just spawning another set throws rarity out the window.
Rare items (non-giftable IAE stuff, that armor, the Vanduul mask) and ships (F7A Mk I, Mustang Omega, Sabre Raven, Captured Vanduul Scythe) should always be T0 state.

What's he going to do with that light armor anyway? Put it away in his locker and say he has the gaudy gold armor? You can't melt that set and get it back. You lose it via bug or PvP... it's as good as gone until the next wipe as it has been for years. Boo-hoo.
I will wear my gaudy gold armor and snarling Vanduul helmet and enjoy the salt during T0 knowing people can only look and not touch.
