The problem with this argument is that to lure people to a subscription service for games, there has to be games people would want to play on it.

No one wanted to play those games.

COD being exclusive would've done that, but the FCC was so desperately trying to protect PlayStation that they made Phil cave into the 10 year assurance that COD wouldn't go exclusive.

The Dreamcast failed because Sony played the media like a fiddle and convinced people that the PS2 would create Toy Story in real-time and if you didn't wait for it you were an idiot. Peter Moore has been talking about the FUD campaign for decades at this point.

The other big factor was EA's boycott of the system. In 1999 there was no Call of Duty of GTA, the big system seller for casual gamers in the US was Madden and NBA Live (this is what would cause 2K to come about, btw).

EA bet everything on the PS2 and went to Sega and demanded that if they were to publish games on the console they would be the exclusive sports developer. Sega and no other third party publisher would be allowed to make a sports game on the DC. Of course Sega refused. It was just a just an excuse EA used to skip the console as they knew no one would agree to that.

It caused Sega to buy Visual Concepts and create the 2K series. Now NBA live is dead. Smart move by EA, huh?
