Most of these jobs (NOT at 7/11 or Walmart) cannot be outsourced *yet* because the pace of growth at the frontier (bay/america) requires capital and top talent in a tight iteration loop.
These are at most ~2% jobs in a state, you have to file a LCA, work through extra stuff to hire H1Bs or file for H1B. The Americans who want and are capable of such jobs, largely have them!!
If you cannot hire the top talent inside the country you either slow down, hire worse, or outsource!
