Through the Immigration and Nationality Act, Congress then delegated the executive with enforcing it. So the executive’s enforcing is subject to Congress’ wills. And courts are only enforcing what Congress passed as law

@jeffcharlesjr @RichardHanania In inner cities which have the most h-1b jobs, Blacks & Hispanics use unemployment centers the most. It’s unfortunate though that employment centers don’t actually teach the skills needed to get these jobs.
