Amid rising unemployment and limited job opportunities, the rationalisation of the reservation policy has emerged as a key concern for those competing under the open merit category. 1/3
MY VIEWS ON THE RATIONALIZATION OF RESERVATIONS ISSUE:
The path to a possible solution has to start with introspection and review of what’s been done so far and how things have been handled.
For starters, there needs to be a clearly defined list of demands, those that are non-negotiable as well as those demands that are negotiable to a reasonable extent.
Lawyers and academicians need to be involved and this protest-to-protest and deadline-to-next-deadline pattern needs to give way to the evolution of a sustained students movement. Pressure tactics are worth their salt only if they succeed in creating any pressure. If they end up in creating a mutually egotistical status-quo, they aren’t really worth the time and the effort.
This is not a simple students issue. No association, individual or forum can claim to have a moral copyright on this issue. It concerns the future of the entire Kashmiri speaking ethnic demographic who are at the threshold of being systematically second-graded by the existing policy. So each one of us needs to be convinced that we are on the right path here.
Hence, we need to evolve a community-based social consensus going beyond personal, group or political views, assumptions, plans or ambitions.
As far as our youth are concerned — they want the rationalization of reservations to be done so that their future is one of hope and not endless despair. Their careers are at stake here. Other political issues and stands must be handled separately and, as political entities, we should do so on our own individual or institutional platforms - disconnected from this issue.
I am of the FIRM opinion that things could have been handled in a far far FAR more organized, productive and systematic manner when it comes to the demand for the rationalization of reservations and I intend to make my views on this clearly known in the coming days.

Less than 40% gazetted jobs in the administration and Police for more than 70% of the 'Open Merit' population and more than 60% of the jobs reserved for less than 30% of the population. This is the injustice Delhi is protecting and the Omar Abdullah government is failing to undo in Jammu and Kashmir. Shares should be strictly proportional to the size of a population. The proposed 10% increase to OM wouldn't be justice. No 50:50, only 70:30
Open Merit in J&K has been pushed to the wall & the NEET-PG 2025 seat matrix is just the latest proof that this injustice has to stop.
The tentative matrix leaves barely one-third of MD/MS seats for Open Merit, while the rest is chopped into so many reserved pockets that thousands of hard-working general students are left fighting for scraps. In some categories, the reserved seats are even more than the actual applicants, turning reservation from upliftment into guaranteed entry while students with better ranks are pushed out. This is not social justice but the murder of merit and a blow to the future of healthcare in J&K.
For two years, aspirants have warned that OM seats are down to below 30–40%, despite general-category students being over 70% of the population. Rules like the amended reservation framework and Rule-17 mean that when a reserved candidate takes an OM seat and later upgrades, the vacated OM seat gets pushed back into the reserved pool a double disadvantage that lets very poor ranks enter top branches while toppers are denied them.
Sajad Lone is the only leader saying it openly: Open Merit is facing “total injustice,” and medical seats must be earned through a genuinely merit-based national test, not communal or politically engineered matrices. This is not a fight against reservation but a fight against a distorted, opaque system where merit is systematically squeezed. Students demanding “Save Open Merit” are asking only for a level playing field.
Meanwhile, NC is playing both sides claiming to stand with youth while silently owning the very reservation framework that shrank OM share to ~30%. As petitions pile up and protests build, NC leaders talk “balance” and “data” but avoid committing to restoring a fair OM share. Only because division suits their politics and fixing merit doesn’t.
Time to draw a hard line: NEET-PG seats in J&K must reflect real competition, real effort, and real merit. The administration must review the matrix, scrap anti-merit provisions, and restore a fair Open Merit share anything less is a betrayal of an entire generation of young doctors and the patients who will rely on them.
What will it take for those in the government to understand the agony and hopelessness that our aspiring youths are facing? What will make them understand that this is suffocating an entire young generation and pushing them to walls? Doesn’t even today’s case in Vaishno Devi University about the students with merit open their eyes and feel the urgency to resolve this matter and give some relief to our youth?
Last year they said 6 months. Those 6 months have turned into a year. Few weeks ago before Budgam Assembly election they said few days without letting anyone know whether they have resolved the issue or not. Those few days are now turning into more than a month.
Now even if they solve this issue sometime in future, which I think is unlikely, what will compensate the years they have already lost and the vacancies which are already gone?
Is this about personal egos? Is this entire generation being punished because I have been speaking for them? Alright, I will pull myself out of this issue for a month. Meet the students, resolve the issue rationally, take them to your fold. Curse me and turn them against me, but please resolve this issue which is about their careers.
And if after the conclusion of this Parliament session on the December 20th this issue is not resolved. I will sit with them again the way we did the last December. And this time it will not be for a day only.

The category aspirants can only compete for only 240 seats. Just 240 out of 600.
These 240 are open and everyone can compete including reserved folks and you still call this fair recruitment? You are selling our futures in broad daylight. Merit-based youth are slipping into depression while watching their careers being handed over on a platter.
Where is the Sub-Committee Report that was constituted to correct this imbalance? Why has it been buried? Why are you deliberately murdering the future of hardworking students?
Every exam, every notification & every list is pushing General Category students out of the system. This isn’t welfare, this is systematic exclusion. This is injustice. And this is how you destroy a generation.

Another setback for unreserved category job aspirants of J&K. JKSSB notifies FAA recruitment posts - out of 600 total post advertised , 240 allocated for open merit ( seats open for 100 % of population) 360 post for reserved categories. Where is the sub-committee report?

JKPC PRESIDENT @sajadlone calls reservation a Post-dated cheque for Disaster in the J&K assembly today. He urged the government to take immediate action as merit in Kashmir is being killed by the current policy.
Reservation it seems is being brushed under the carpet. I was watching with alarm.
The adjournment notice served by is on rationalisation of reservations was disallowed by the honourable Speaker. No debate was allowed.
Reservations is the most Imporatnt issue facing us. It is staring in our faces and has long term ramifications. Yet it is being made a victim of political expediency.
After meeting students delegation/ Open Merit Association today, Hon’ble Member of Parliament, @ruhullahmehdi assured them and stated the following:
• Before any call is taken on the Budgam by-election, the Reservation Sub-Committee Report must be made public and shared with stakeholders by tomorrow.
• All channels of communication shall remain open with our (Students) representative.
• Any future decision will be guided by the contents of the report.
