🚨NO ON KOSA.
A law does not need to explicitly ban your speech to create pressure to silence it. Make controversial expression a liability risk, and platforms have an incentive to delete first and ask questions later.
That is the danger I warned about on December 7, 2024, when I examined KOSA’s backing by the Center for Countering Digital Hate—and X’s endorsement.
The stakes: lawful speech removed, legitimate information blocked, and people discouraged from speaking.
“Child safety” cannot end the scrutiny. It must withstand it.
Congress should reject KOSA. Protect children with legislation that also protects their freedom to learn, question, and speak.

Today, as coalition leader, I’m announcing Restore the First’s formal endorsement of H.R. 10174, introduced by @RepMichaelRulli. The bill would prevent U.S. courts from recognizing or enforcing foreign censorship judgments, fines, orders, or demands that conflict with the First Amendment, while giving targeted Americans a path to seek declaratory relief in federal court.
This breakthrough rests on the extraordinary work of @prestonjbyrne. After confronting foreign censorship demands firsthand as an attorney, Preston first published the GRANITE framework and then co-developed the Wyoming legislation with Colin Crossman and Representative Daniel Singh. Congressman Rulli has now carried that legal architecture into Congress.
Preston deserves enormous credit for identifying a dangerous gap in American law—and building a practical remedy to close it.
American courts must never become the enforcement arm of foreign speech codes.

Restore the First endorses S. 4749, the bipartisan JAWBONE Act, introduced by @SenTedCruz and @RonWyden.
No federal agency or official should be able to evade the First Amendment by pressuring private platforms, broadcasters, or AI systems to suppress protected speech.
The JAWBONE Act would create a federal cause of action for people harmed by government coercion—or attempted coercion—while providing meaningful relief, transparency, and accountability.
JAWBONE is the operational bill for government pressure exerted through platforms and other speech intermediaries.
Restore the First’s proposed First Amendment Remedies Act goes further: it would establish a broader federal remedy for First Amendment violations beyond JAWBONE’s intermediary-focused protections.
We support both as complementary safeguards—not competing proposals.
