-You need % to finish the dungeon
-If you complete the dungeon you receive xp+chest on a daily/weekly reset or at least once (imo daily/weekly is better so you have people doing the content constantly)

Raiding should be released at most after a month if blizzard wants to optimized player engagement. Most psychos will have leveled week 1-2
