The writer (below) suggests a JSA bias for Kotozakura as he is the great hope for sumo's next yokozuna which is critical because of Terunofuji's precarious health.
So the absence of a mono-ii per the outrageously wrong call in favor of Kotozakura, who clearly touched down while Tobizaru was still flying, may just be overt favoritism and a helpful push towards Zakura's first yusho.
Tobizaru himself said, "I don't feel that I lost."
