I am a retired probation chief. Studied crime and offender profiles of tens of thousands of convicted and arrested offenders. The single largest factor in becoming a criminal is exposure to crime in the family unit. The younger the age and the more time exposed to crime the more the chance of wntering the justice system.
But you are correct, and that the vast majority of law enforcement response to crime, whether that be by the police, probation and corrections is almost always a cleanup, and not a preventive measure.
But you have the formula entirely backwards. Our poorest cities spend more on education per student than any other place in the country. I live in New York. New York City spends $43,000 per student per year. Yet they graduate tens of thousands of illiterate 12th graders every single year.
Schools are good and healthcare is good and government is well run when people are engaged in their communities and have a vested interest in them.
If you took people from poor inner city neighborhoods and put them in well run municipalities, they would turn into the same mess they lived in before. And if you took the people who lived in the nice communities and put them into the middle of the ghetto, they would fix it and make it nice. Happens all the time. they call it gentrification.
Your values and how you live, determine the culture and character of your community, not vice versa.

@Timcast I have business in Vegas and can tell you from direct experience: Vegas is feeling the price elasticity of demand. The operators in the biggest driver of it economy, tourism, have priced themselves out of the market. People have choices & they're choosing elsewhere.
